What the TTPA actually changed, what it didn't, and what your options are now.
The TTPA is Regulation (EU) 2024/900 on the transparency and targeting of political advertising. Adopted in March 2024, it applies in full across the EU since 10 October 2025.
It does two main things:
Transparency. Every political ad must be clearly labelled as such, state who sponsored and paid for it, which election or referendum it relates to, and link to a transparency notice. Records must be kept and made available.
Targeting limits. Targeting or ad delivery based on personal data requires explicit, separate consent, and using sensitive data (political opinions, religion, ethnicity, health…) or minors' data is prohibited. Contextual and geographic targeting remain possible.
The transparency layer is meant to be anchored by a European repository for online political advertisements — a public database all online political ads will have to be filed to. The implementing act defining its technical arrangements was adopted in April 2026, but the repository itself does not yet exist.
